Ground-water levels in the Memphis area have been measured by the USGS in cooperation with Memphis and later Memphis Light Gas and Water since the early 1920's. Water levels have also been measured in north Mississippi by the USGS and the Mississippi Department of Environmental Quality and in Arkansas by the USGS and the Arkansas Soil and Water Conservation Commission. The water-level data have been used to indicate changes in water-levels since the start of ground-water production for water supplies in the area. The water-level data have also been used to periodically produce maps showing the potentiometric surface of the Memphis Aquifer (equivelent to the Sparta Aquifer in Mississippi and Arkansas).

However, prior to the MATRAS project, the work conducted within each State tended to stop at State lines resulting in contradictory water-level maps and ground-water flow lines. The MATRAS project was the first project to systematically measure ground-water levels in the Memphis/Sparta aquifer in the three state area around Memphis.
